Legal Advisor for Investment Environment and Rule of Law

About the role

GIZ is reopening its Country Office in Damascus and seeks a Legal Advisor to support the “Strengthening the Rule of Law in Syria” project. The role focuses on creating a predictable legal environment for private‑sector investment and reinforcing the rule of law within the Syrian justice system.

Key responsibilities

• Provide technical advice and legal expertise at the intersection of economic governance and the rule of law, aiming to make the investment climate more predictable.
• Support the Ministry of Justice, parliamentary committees and other institutional stakeholders in reviewing and updating legal frameworks that affect commercial activity.
• Develop and deliver training concepts and curricula for lawyers, judges and legal practitioners on modern investment laws, commercial regulations and corporate legal protections.
• Promote the integration of Alternative Dispute Resolution mechanisms, offering guidance on the design and implementation of commercial mediation and arbitration.
• Advise on legal and regulatory reforms to strengthen contract enforcement, protect property rights and reduce legal barriers for businesses.
• Facilitate dialogue and knowledge exchange between state justice institutions, legislative actors and civil‑society organisations.

Required profile

• Legal expertise in economic governance, investment law and the rule of law.
• Experience working with governmental bodies, legislative committees or judicial institutions.
• Ability to design training programmes for legal professionals.
