Monitoring and Evaluation Officer (Expedited Recruitment)

About the role

The International Organization for Migration (IOM) is seeking a Monitoring and Evaluation Officer to support its mission in Syria. This expedited recruitment is open to internal and internal‑equivalent candidates and focuses on strengthening the monitoring, evaluation, and learning functions of IOM projects and programmes.

Key responsibilities

• Maintain and adapt the overall M&E framework in coordination with programme managers, the Project Development and Reporting Officer, the Chief of Mission, and the Head of Operations.
• Prepare monthly, quarterly and annual reviews, impact assessments, real‑time monitoring reports, mid‑term and final evaluations, and lessons‑learned workshops.
• Ensure compliance of M&E arrangements with donor, UN and headquarters requirements.
• Supervise M&E support activities performed by other staff to guarantee comprehensive coverage throughout project cycles.
• Utilise IOM’s Project Information and Management Application (PRIMA) for monitoring, reporting and evaluation.
• Identify and assess risks during regular monitoring and update the Project Risk Register and treatment plans as needed.

Required profile

• Experience in monitoring and evaluation of development or humanitarian projects.
• Familiarity with donor and UN reporting standards.
• Ability to coordinate with multiple units and supervise junior staff.
• Understanding of risk management processes.

Required skills

• Proficiency with IOM’s PRIMA system.
• Strong data collection, analysis and reporting capabilities.
• Competence in developing and adjusting M&E frameworks.
