Monitoring and Evaluation Officer (Professional)

About the role

The Monitoring and Evaluation Officer will support the design, implementation and continuous improvement of IOM's monitoring and evaluation system for projects and programmes in Syria. Reporting to the Chief of Mission and the Project Development and Reporting Officer, the role ensures data‑driven decision‑making and facilitates learning across the mission.

Key responsibilities

• Develop and implement the M&E system to strengthen monitoring and evaluation activities.
• Collect, analyse and report project data, producing timely and accurate performance reports.
• Facilitate learning by identifying trends, recommending improvements and supporting evidence‑based decision‑making.
• Coordinate with the Regional Monitoring and Evaluation and Risk Management Officer and relevant headquarters units.
• Provide capacity‑building support, including design and delivery of trainings on M&E tools and methodologies.
• Liaise with governmental, diplomatic and international partners to ensure alignment with national and UN frameworks.
• Organise consultations, workshops and seminars with high‑level stakeholders.

Required profile

• Master’s degree in International Relations, Political or Social Sciences, Business/Public Administration, Law or related field with at least two years of relevant experience, or a university degree with four years of experience.
• Proven experience in project conceptualisation, development, monitoring, reporting and evaluation.
• Experience in capacity‑building activities and delivering trainings.
• Strong experience liaising with governmental and diplomatic authorities and international institutions.
• Demonstrated ability to organise high‑level consultations, workshops and seminars.
