Monitoring & Evaluation Officer – Programme Support Office

About the role

The Monitoring & Evaluation Officer will support evidence‑based programming across the UNRWA Syria Field Office. Reporting to the Field Programme Support Officer, the incumbent will guide the design, implementation and analysis of monitoring and evaluation activities to improve programme quality and impact.

Key responsibilities

• Ensure a systematic, integrated approach to evidence‑based programming for all projects.
• Provide technical guidance to strengthen M&E frameworks, data collection, analysis and reporting.
• Collaborate on research initiatives, third‑party monitoring and centralized/decentralized evaluations.
• Develop and monitor dashboards tracking outcome‑based indicators and evaluate programme results.
• Design high‑quality data‑driven materials such as factsheets, maps, publications and presentations.
• Implement a data management system with streamlined processes for collection, cleaning, validation and verification.
• Promote constructive feedback and share lessons learned across teams.
• Supervise and support the Monitoring and Evaluation Assistant.
• Perform other duties as assigned by the supervisor.

Required profile

• University degree in economics, social science or a related field from an accredited institution.
• Relevant experience in monitoring and evaluation within humanitarian or development contexts.
• Understanding of UN core values and competencies, including communication and results‑driven work.
