National Accountability to Affected Populations (AAP) Specialist

About the role

The National Accountability to Affected Populations (AAP) Specialist will support NORCAP’s mission to improve aid effectiveness by strengthening accountability, participation and community‑centred approaches in humanitarian and development programmes. The role works closely with the International Organization for Migration (IOM) as it expands its operations in the Syrian Arab Republic.

Key responsibilities

• Promote and embed AAP principles across programme design, implementation and monitoring.
• Provide targeted expertise to partners to enhance accountability and participation mechanisms.
• Collaborate with IOM and other stakeholders to identify gaps and develop practical solutions.
• Support the collection, analysis and reporting of feedback from affected populations.

Required profile

• Experience in humanitarian or development programming, preferably with a focus on accountability frameworks.
• Strong understanding of community‑centred approaches and participation processes.
• Ability to work effectively with multiple partners and stakeholders.
