National Consultant to Lead Drafting of Inclusive Education Framework

About the role

Terre des Hommes Italia is seeking a National Consultant to lead the drafting and validation of Syria’s National Framework for Inclusive Education. The consultant will work closely with the Ministry of Education and a wide range of stakeholders to create a system‑wide approach that removes barriers for learners with disabilities.

Key responsibilities

• Lead the design, drafting and validation of the inclusive education framework.
• Coordinate consultations with government bodies, NGOs, schools and disability experts across Syria.
• Ensure the framework aligns with national legislation, policies and international best practices.
• Analyse legal, institutional, physical and social barriers and propose concrete solutions.
• Produce high‑quality documentation and present findings to the Ministry and partners.

Required profile

• Proven experience in inclusive education policy development.
• Strong knowledge of Syrian education system and disability inclusion.
• Excellent analytical, writing and stakeholder‑engagement skills.
• Ability to work independently and manage a multi‑stakeholder process.
