HR ERP System Lead Consultant

About the role

The Key Expert – HR ERP System Lead Consultant will provide technical leadership and strategic support for the deployment and institutionalisation of a Human Resources Enterprise Resource Planning (HR ERP) system within the Syrian Ministry of Health. This role is part of an EU‑funded project aimed at strengthening institutional capacity and governance.

Key responsibilities

• Lead the design, configuration and implementation of the HR ERP solution (e.g., Odoo, SAP SuccessFactors, Oracle HCM, Microsoft Dynamics).
• Manage data migration, system integration and ensure seamless interfacing with existing Ministry of Health applications.
• Develop and deliver user training programmes and documentation for Ministry staff.
• Coordinate with government officials and multicultural project teams to align the ERP rollout with institutional goals.

Required profile

• Master’s degree in Information Technology, Computer Science or Information Systems.
• Minimum 8 years of professional experience deploying HR ERP systems.
• At least two successful ERP deployments in developing‑country contexts.
• Experience in public‑sector or health‑sector ERP projects is highly desirable.
• Fluent English (written and spoken); Arabic is an advantage.

Required skills

• Hands‑on experience with HR ERP platforms such as Odoo, SAP SuccessFactors, Oracle HCM, Microsoft Dynamics.
• Data migration, system integration and user training expertise.
• Proficiency in Microsoft Office (Word, Excel, PowerPoint) and virtual collaboration tools (Zoom, Teams).
