National Health Planning and Policy Advisor (Cat. II)

About the role

NTU International is recruiting a highly qualified Key Expert – National Health Planning and Policy Advisor (Cat. II) for an EU-funded project providing technical assistance to the Syrian Ministry of Health. The project strengthens the ministry's institutional capacity and governance, supporting better institutional performance, evidence-based decision-making, accountability and sustainable capacity development. The assignment starts on 9 December 2026 and runs for 14 months.

Key responsibilities

• Provide strategic and technical support to the Ministry of Health in health-sector planning and policy development
• Support budgeting, results-based monitoring and donor coordination
• Contribute to institutional capacity development

Required profile

• Master's degree in Health Policy, Public Health, Public Administration, Economics or a closely related field; training in planning and management preferred
• At least 8 years of professional experience in health-sector planning, policy development or donor coordination, including substantial work supporting ministries of health, preferably in the Middle East and North Africa or other fragile and post-crisis contexts
• Excellent written and spoken English (mandatory); working Arabic is a strong asset

Required skills

• Strong command of strategic planning and financial budgeting methodologies in the health sector
• Demonstrated experience designing results-based monitoring and evaluation frameworks
• Sound understanding of health policy analysis and health system financing
• Experience facilitating donor and development partner coordination and designing planning-related capacity-building activities
• Proficiency with planning and monitoring software or results frameworks, and data analysis tools for tracking planning and budget indicators
• Advanced proficiency in Microsoft Office, especially Excel, Word and PowerPoint
