Senior Health Information Systems Expert

About the role

NTU International is recruiting a Senior Health Information Systems Expert to support the Syrian Ministry of Health under an EU‑funded technical assistance project. The expert will strengthen national health information systems, oversee DHIS2 implementation, and enhance data governance and interoperability.

Key responsibilities

• Provide technical and strategic guidance for DHIS2 configuration, administration and system architecture at national level.
• Lead data quality assurance activities, including routine audits and capacity‑building programmes for Ministry staff.
• Develop and promote health data governance frameworks, interoperability standards (e.g., HL7 FHIR, OpenHIE) and sustainable institutional capacity.

Required profile

• Master’s degree in Health Informatics, Public Health, Information Systems or related field (or equivalent experience).
• 7‑10 years of professional experience in health information systems strengthening, with proven DHIS2 implementation experience.
• Experience working with Ministries of Health in fragile or post‑crisis settings is strongly preferred.

Required skills

• Advanced proficiency with DHIS2 and related health information platforms.
• SQL database management and query skills.
• Data visualisation and business intelligence tools.
• Statistical analysis software such as R, STATA or SPSS.
• Microsoft Excel and PowerPoint.
• Knowledge of health interoperability standards (HL7 FHIR, OpenHIE).
