Technical Facilities Program Manager – Damascus

About the role

The Technical Facilities Program Manager will lead the Client’s national infrastructure programme in Syria, overseeing civil, mechanical and electrical (CME) works from site acquisition through construction to handover. Acting as the Owner's Engineer, you will govern EPC contractors, OEMs and specialist vendors to ensure delivery to approved design, schedule and quality standards.

Key responsibilities

• Govern CME facilities delivery across the entire programme, assuring EPC contractors, OEMs and specialist vendors.
• Lead design assurance, procurement support, construction oversight and handover activities.
• Maintain the approved project baseline and manage formal change control for all design changes.
• Break the CME scope into work orders, milestones and dependencies; maintain the implementation plan using Primavera P6 or Microsoft Project.
• Direct senior project managers, site managers and CME project managers to align design intent with construction execution.
• Lead technical input to bids, support procurement activities and manage design‑to‑construction interfaces.
• Establish and enforce QA/QC regimes, including ITPs, NCRs, inspections and quality documentation.
• Maintain risk, dependency and escalation logs; produce regular progress reports for the Management Committee.
• Ensure site safety, access management and sanctions compliance throughout delivery.

Required profile

• Bachelor’s degree in Civil, Mechanical or Electrical Engineering (Master’s degree advantageous).
• 10–12 years of engineering and project delivery experience.
• Proven experience managing multi‑site CME/MEP or building‑services programmes with responsibility for schedule, quality, cost and handover.
• Strong knowledge of power distribution, HVAC, fire protection and building services.
• Hands‑on experience in QA/QC, contractor management, construction oversight, procurement support and change control.
