HR Manager

About the role

The HR Manager will play a strategic role in strengthening HR systems and partnering with senior leadership to achieve programme‑level HR objectives. Based in Edleb, Syria, the role supports the delivery of effective human‑resources services across the programme and ensures compliance with organisational policies and local regulations.

Key responsibilities

• Strengthen and standardise HR systems, processes and practices in line with organisational policies and global HR standards.
• Identify gaps in existing HR processes and recommend practical improvements with action plans and timelines.
• Support the implementation and continuous improvement of HR tools, trackers and reporting mechanisms.
• Ensure timely and accurate HR reporting and provide relevant data for management decision‑making.
• Strengthen compliance with HR policies, employment contracts, statutory requirements and internal procedures.
• Support performance management, recruitment, onboarding, leave management and other key HR processes.
• Provide guidance and support to managers and staff on HR policies, procedures and systems.
• Lead recruitment processes in line with programme needs, including job description preparation, vacancy advertising, application screening, interview coordination and recruitment assessments.
• Conduct reference checks, background verification and prepare offer letters, employment contracts and onboarding documentation.
• Coordinate onboarding activities with hiring managers and relevant departments.

Required profile

• Proven experience in HR management within an NGO or similar programme environment.
• Strong knowledge of HR policies, employment contracts and statutory requirements.
• Ability to work closely with senior leadership, cross‑functional peers and field offices.
• Experience in recruitment, onboarding and performance‑management processes.
