NGO Forum Partnerships & Localization Adviser

About the role

The Norwegian Refugee Council (NRC) in Syria seeks a dynamic leader to drive localisation and partnership strengthening within the Syria NGO Forum. The adviser will shape collective actions that promote locally led humanitarian response, equitable funding, and meaningful participation of Syrian civil society.

Key responsibilities

• Provide strategic leadership on localisation and partnership initiatives across the NGO Forum.
• Coordinate engagement among national and international NGOs, donors, UN agencies, government and other humanitarian actors.
• Lead evidence‑based analysis, advocacy, and the development of standards, tools and initiatives that enhance Syrian civil society leadership.
• Serve as the focal point for localisation issues, ensuring Forum priorities reflect stakeholder perspectives and emerging trends.
• Translate findings into strategic recommendations and collective actions.

Required profile

• Master’s degree in humanitarian affairs, international development, public policy, political science, social sciences or related field (or a first‑level degree with substantial relevant experience).
• Minimum five years of progressively responsible experience in humanitarian action, NGO coordination, localisation, partnerships, policy or advocacy.
• Proven experience working with both national and international NGOs and facilitating multi‑stakeholder coordination processes.
• Demonstrated ability to produce analytical papers, reports, policy briefs and advocacy products.
• Strong understanding of localisation debates, partnership practices and humanitarian reform processes.
