Cost Control Manager – Construction & Civil Engineering

About the role

We are looking for an experienced Cost Control Manager to lead cost management on large‑scale construction and civil engineering projects, including the UCC EPC Syria – Damascus International Airport project. The role will oversee budgeting, forecasting, cost reporting and variance analysis throughout the project lifecycle.

Key responsibilities

• Establish and maintain the Cost Breakdown Structure (CBS), cost codes, budgets and baseline.
• Monitor actual costs, commitments, accruals and forecasts against the approved budget.
• Prepare monthly cost reports, dashboards and management statements.
• Develop and update Estimate at Completion (EAC) and Estimate to Complete (ETC) forecasts.
• Analyse cost variances, trends and potential overruns, providing early‑warning notifications.
• Track subcontractor and procurement commitments and assess cost impacts of design changes, variations and claims.
• Coordinate with Planning, Procurement, Commercial and Finance teams to integrate cost, progress and schedule performance.
• Support the Project Director with cost risk identification, mitigation measures and optimisation opportunities.

Required profile

• 12–18+ years of experience in Cost Control / Project Controls, with at least 5 years in a senior Cost Control Manager or equivalent role.
• Bachelor’s degree in Civil Engineering, Construction Management, Quantity Surveying, Cost Engineering or a related discipline.
• Proven experience on large‑scale building, infrastructure, civil engineering or EPC projects.
• Strong knowledge of budgeting, cost forecasting, EAC/ETC, commitments, accruals and variance analysis.

Required skills

• Advanced proficiency in MS Excel.
• Experience with SAP or other ERP cost‑control systems.
• Familiarity with Primavera P6 for cost‑loaded scheduling.
• Power BI or similar dashboarding tools.
