Deputy Representative, Damascus, Syria (P-5)

About the role

The Deputy Representative plays a leading role in designing and delivering the UNFPA country programme in Syria, working closely with the UNFPA Representative. The programme builds alliances with governments, UN and bilateral agencies, civil society and the private sector to advance the 2030 Agenda, especially for the most vulnerable. The Deputy Representative runs the day-to-day operations of the Country Office, supervises assigned staff and promotes sexual and reproductive health and rights within the national development agenda.

Key responsibilities

• Programme leadership: develop, manage and monitor the Country Programme against the strategic plan, assess national trends, expand the portfolio, set quality standards, oversee monitoring and evaluation and help integrate UNFPA mandates into humanitarian preparedness and response plans.
• National capacity development: build national capacity to deliver ICPD commitments, strengthen research institutions' use of demographic data, support health systems and rights-based policies, and foster knowledge sharing.
• Partnerships and advocacy: build relationships with government partners, advocate for the ICPD agenda in national policies, represent UNFPA within the UN, liaise with donors and pursue resource mobilization.
• Resource and staff management: support the Representative in annual work plans, resource mobilization and budget use, and manage staff, performance appraisals and career guidance.
