Finance Manager

About the role

The Finance Manager will lead financial management and reporting for Oxfam's Syria programme, ensuring compliance, governance and effective support to programme delivery.

Key responsibilities

• Ensure finance procedures align with corporate and regional standards and oversee PeopleSoft financial systems (GL and OPAL) for accurate data and reporting.
• Prepare and analyse budgets, forecasts, monthly/quarterly management reports, and ensure timely month‑end and year‑end financial statements.
• Manage donor finance, including proposal development, donor reporting, contract management and audit trails.
• Lead partner financial assessments, review partnership agreements and support capacity building for partners.
• Provide leadership to finance staff, conduct performance management and support field office visits.

Required profile

• University degree in Finance or Accountancy with 5‑8 years of relevant experience in international NGOs or agencies.
• Demonstrated leadership, team management and capacity‑building experience.
• Fluency in Arabic and English, both written and verbal.
• Strong influencing, networking and stakeholder coordination skills.

Required skills

• PeopleSoft financial systems (GL, OPAL) operation.
• MS Office suite proficiency.
• Financial accounting and budgeting expertise.
• Knowledge of CMA (Chartered Management Accountant) is an advantage.
