Head of Support – Syria

About the role

The Norwegian Refugee Council is seeking a Head of Support for its Syria mission. The role leads all support functions – finance, human resources, administration and logistics – to ensure high‑quality, efficient programme implementation in a complex humanitarian environment.

Key responsibilities

• Line management for support managers (Finance, HR & Admin, Logistics including ICT).
• Member of the Country Management Group (CMG).
• Ensure compliance with NRC policies, donor and auditor requirements.
• Provide strategic input to the development of the annual Country Strategy and Plan of Action.
• Coordinate operational support for proposal development and align it with programme plans.
• Oversee the Master Support Budget, country‑level budgets and BPO development, monitoring costs and resource allocation.
• Lead the strategic development of country structures, technical systems, human‑resource capacity and allocation.
• Develop country‑specific technical SOPs, guidelines and tools.
• Promote organisational learning related to programme support.
• Build technical capacity of support staff.

Required profile

• Minimum 5 years of senior management experience in a humanitarian or recovery context.
• Bachelor’s degree in International Relations, Humanitarian and Development Studies or a related field; Master’s degree preferred.
• Proven experience managing finance, HR, administration and logistics functions in large‑scale, complex settings.
