Liaison and Security Manager (Damascus)

About the role

Terre des hommes is seeking a Liaison and Security Manager to join its team in Damascus. The role ensures smooth interaction with local authorities, partners and communities while safeguarding staff and programme activities in a high‑risk environment.

Key responsibilities

• Maintain and develop relationships with government bodies, NGOs, and community representatives to facilitate programme implementation.
• Conduct regular security risk assessments and produce actionable safety protocols.
• Monitor the security context daily, issue briefings and alerts to staff, and coordinate movement permissions.
• Organise and deliver training on security procedures and incident reporting.
• Prepare contingency and evacuation plans, and manage incident documentation.
• Collaborate with programme teams and senior management to ensure humanitarian access and compliance with local regulations.

Required profile

• Proven experience in security management and stakeholder liaison within fragile or high‑risk settings.
• Strong communication and negotiation abilities, able to convey complex security information clearly.
• Solid organisational skills for briefings, movement tracking and documentation.
• Academic background in security management, international relations, humanitarian studies or related field.
• Fluency in Arabic and English; familiarity with the Syrian context is a strong asset.
• Commitment to child protection, humanitarian principles and the core values of neutrality and non‑discrimination.
