MEAL Manager (National Position)

About the role

The Near East Foundation (NEF) is seeking a Monitoring, Evaluation, Accountability and Learning (MEAL) Manager based in Damascus, Syria, reporting to the Syria Director. The post ensures that all MEAL responsibilities are carried out to the highest standards in line with donor and NEF guidelines, and covers communication and visibility for the Syria operation. Travel within Syria is up to 25%. Applications are accepted on a rolling basis.

Key responsibilities

• Take part in proposal development, design logframes, select indicators and write MEAL plans
• Set up and oversee an effective MEAL system, track progress and report regularly to the Director
• Use KOBO and other tools for data collection, storage, analysis and reporting, and run statistical analysis with SPSS and Excel
• Lead internal Data Quality Assessments and train MEAL staff, volunteers and field agents on data collection and surveys
• Ensure accountability and feedback mechanisms are applied across projects and partners
• Facilitate impact, outcome and process evaluations, and prepare learning papers, case studies and communication materials
• Contribute to narrative reporting, review semiannual and endline reports, and take part in country coordination calls and donor meetings
• Carry out field monitoring, including focus group discussions with beneficiaries, and prepare field visits for visitors

Required profile

• Bachelor's degree in social sciences, humanities, research methods or a related field
• At least seven years of relevant experience in data collection, preferably with an NGO or civil society organization
• Fluent written and spoken Arabic and English
• Strategic thinking, strong organizational skills, accuracy and attention to detail
• Able to work independently and collaboratively in a fast-paced environment

Required skills

• MS Office, especially Word and Excel
• Digital data collection tools such as KoboCollect and Akvo (an asset)
