Monitoring, Evaluation, Accountability & Learning Manager (National)

About the role

The Near East Foundation is seeking a MEAL Manager to lead monitoring, evaluation, accountability and learning activities for its Syria programmes. Based in Damascus, the role reports to the Country Director and supports the delivery of high‑quality, data‑driven interventions across the country.

Key responsibilities

• Participate in proposal development, design logframes, define indicators and create MEAL plans.
• Implement and continuously improve the MEAL system, ensuring timely data collection, storage, analysis and reporting.
• Produce dashboards and regular progress reports for the Director and donors.
• Oversee data quality, cleaning, validation and statistical analysis using tools such as SPSS and Excel.
• Ensure data protection, confidentiality and secure storage practices.
• Coordinate with program teams to integrate MEAL findings into adaptive management.
• Manage communication and visibility activities for the Syria operation.

Required profile

• Proven experience in monitoring, evaluation, accountability and learning within international development or humanitarian contexts.
• Strong understanding of donor reporting requirements and NEF guidelines.
• Ability to work collaboratively with program staff and external partners.
• Excellent analytical and reporting skills.
