National Cancer Registry & Digital Transformation Expert

About the role

The expert will provide strategic and technical assistance to the Syrian Ministry of Health for designing, establishing, modernising and strengthening national cancer registration systems and their integration with digital health infrastructure.

Key responsibilities

• Design and implement standard operating procedures, case‑definition manuals and data‑quality assurance protocols for the cancer registry.
• Deliver competency‑based training to registrars and health‑information staff at central and peripheral levels.
• Produce quality reports and ensure compliance with IARC/GLOBOCAN submission requirements.
• Integrate registry data flows with national health‑information platforms such as DHIS2, applying interoperability standards (HL7 FHIR).

Required profile

• Master’s degree in Epidemiology, Public Health, Health Informatics, Biostatistics, Oncology or related field (medical degree with oncology/epidemiology specialization acceptable).
• Minimum 8 years experience in cancer registration, with at least 4 years in designing or modernising a national or sub‑national registry.
• Experience working in fragile or conflict‑affected settings is a strong asset.

Required skills

• Hands‑on expertise with CanReg5 or equivalent registry software (GRECC, Registry Plus/SEER*DMS).
• Knowledge of ICD‑O‑3 coding, IARC/IACR data‑quality standards.
• Proficiency in integrating data with DHIS2 or similar systems and using HL7 FHIR.
• Strong analytical, report‑writing and Microsoft Office skills; familiarity with statistical/database tools.
