National Health Planning and Policy Advisor

About the role

The Key Expert will provide strategic and technical support to the Syrian Ministry of Health, strengthening institutional capacity, governance and evidence‑based decision‑making in health‑sector planning and policy.

Key responsibilities

• Support health‑sector planning, policy development, budgeting and results‑based monitoring.
• Facilitate donor coordination and develop capacity‑building activities for ministry staff.
• Design and implement monitoring and evaluation frameworks aligned with project objectives.
• Analyze complex data and produce clear policy recommendations and reports.

Required profile

• Master’s degree in Health Policy, Public Health, Public Administration, Economics or related field.
• Minimum 8 years of professional experience in health sector planning, policy development or donor coordination, preferably in MENA or fragile contexts.
• Strong command of strategic planning, financial budgeting and health system financing.
• Excellent written and spoken English; working knowledge of Arabic is an asset.

Required skills

• Proficiency with planning and monitoring software or results‑framework tools.
• Experience using data analysis tools for tracking planning and budget indicators.
• Advanced skills in Microsoft Office suite, especially Excel, Word and PowerPoint.
