National Health Planning and Policy Advisor

About the role

The Key Expert will support the Syrian Ministry of Health in strengthening institutional capacity and governance, focusing on health‑sector planning, policy development, budgeting, and results‑based monitoring.

Key responsibilities

• Provide strategic and technical support for health‑sector planning and policy development.
• Assist in budgeting and financial planning for health programmes.
• Design and implement results‑based monitoring and evaluation frameworks.
• Coordinate donor and development partner activities.
• Develop and deliver capacity‑building activities related to planning and governance.
• Contribute to evidence‑based decision‑making and accountability mechanisms.

Required profile

• Master’s degree in Health Policy, Public Health, Public Administration, Economics or a related field.
• Minimum 8 years of professional experience in health sector planning, policy development or donor coordination, preferably in MENA or fragile contexts.
• Strong analytical and report‑writing abilities, with experience synthesising complex data into policy recommendations.
• Working knowledge of data analysis tools for tracking planning and budget indicators.
• Advanced proficiency in Microsoft Office (Excel, Word, PowerPoint).
