Network Operations Center (NOC) Lead

About the role

We are looking for a seasoned Network Operations Center (NOC) Lead to define and govern the NOC operating model for a new fiber network, core, IT and IXP domains in Damascus. The role will design, staff, tool and validate all front‑office monitoring and L1 support functions for the Day‑1 launch and later oversee the managed‑service‑provider (MSP) NOC function.

Key responsibilities

• Define the NOC operating model, including structure, monitoring scope, shift model and escalation matrix.
• Set monitoring thresholds for latency, jitter, packet loss and availability and configure alarm, auto‑ticket and escalation processes.
• Develop a fault‑management framework covering alarm handling, correlation, classification, prioritisation and TAC escalation.
• Integrate the NOC with change management, planned maintenance visibility and network change impact monitoring.
• Specify tooling requirements for OSS, NMS, EMS, monitoring platforms and real‑time dashboards.
• Design interfaces between the NOC, TAC, field teams, SecOC, Application Services and MSPs.
• Define procedures for carrier peering, interconnection monitoring at international exchange points and subsea landing stations.
• Establish NOC KPIs, SLA targets and performance reporting.
• Determine staffing levels, skill sets and training programmes for NOC operators.
• Lead readiness validation through simulations, dry‑runs and acceptance sign‑off, and participate in Operational Acceptance Testing.
• Define the IXP operating model, including route‑server management, BGP fault handling and member onboarding.

Required profile

• Bachelor’s degree in electrical engineering or a related discipline.
• Minimum 10 years of experience in telecommunications network operations with proven NOC leadership.
• Hands‑on experience designing NOC functions in carrier or wholesale infrastructure environments.
• Experience with greenfield or build‑to‑operate programmes and MSP governance.
• Strong analytical, problem‑solving and communication skills in English; Arabic is a plus.
