Program Manager II – Emergency & Disaster Risk Reduction (DRR)

About the role

The Program Manager II will lead the development and implementation of CRS’s Emergency and Disaster Risk Reduction (DRR) programmes in Syria. Based in Damascus, you will ensure that large, complex projects are delivered with high quality, aligning with CRS standards, donor requirements and best practices.

Key responsibilities

• Provide overall management, guidance and technical oversight for all new and existing Emergency & DRR projects throughout the project cycle.
• Ensure project design, start‑up, implementation and close‑out comply with CRS quality principles, donor guidelines and industry best practices.
• Develop and maintain effective systems and processes that support high‑quality programming.
• Supervise and mentor staff working on Emergency and DRR initiatives, fostering a results‑oriented team environment.
• Monitor project performance, prepare reports and recommend improvements to increase impact.

Required profile

• Strong management experience in humanitarian or development programmes, especially large‑scale Emergency and DRR projects.
• Demonstrated ability to ensure compliance with donor regulations and organisational quality standards.
• Excellent analytical and problem‑solving skills, with a focus on continuous improvement.
• Proven capacity to lead and develop multidisciplinary teams.
