Programme Management Specialist – Urban Regeneration (UN‑Habitat)

About the role

The Programme Management Specialist will support UN‑Habitat’s integrated urban regeneration and sustainable waste‑management project in Homs, Syria. The role oversees planning, coordination, implementation, monitoring and reporting to ensure high‑quality delivery within the approved scope, budget and donor requirements.

Key responsibilities

• Lead overall implementation of project activities, ensuring timely delivery of outputs and outcomes.
• Manage project planning, staffing, procurement, contracts, budgets, monitoring, reporting and risk management.
• Supervise project personnel, consultants and technical experts while coordinating with the Damascus Country Office and Homs Hub.
• Oversee urban public‑space revitalisation, municipal solid‑waste management improvements and related capacity‑building initiatives.
• Prepare donor reports, briefings and project documentation, supporting visibility, evaluation and future programme development.

Required profile

• Advanced university degree in urban planning, architecture, civil or environmental engineering, solid‑waste management, project management, international development or related field, with at least five years of progressively responsible experience (or equivalent combination of degree and seven years).
• Progressively responsible experience in project or programme management, urban development, engineering, infrastructure or municipal services, preferably in donor‑funded, post‑conflict or fragile contexts.
