Security Operations Center (SOC) Subject Matter Expert

About the role

We are seeking a Security Operations Center (SOC) Subject Matter Expert to design, implement and oversee the SOC operating model for a telecommunications environment in Damascus Governorate. The role will define SIEM and SOAR specifications, develop incident response procedures and validate technical readiness for the SOC launch, then provide ongoing technical oversight.

Key responsibilities

• Develop detailed SIEM correlation rules, alert thresholds and SOAR playbook requirements.
• Create incident response procedures and security runbooks for common event scenarios.
• Define compliance validation aligned to ISO 27001, IEC 62443 and NCA standards.
• Support staffing skill definition, training content and SOC readiness simulations.
• Validate SOC tooling, acceptance testing and integration readiness.
• Review and validate MSP SIEM rule updates and SOAR playbook changes.
• Assess compliance controls and support carrier peering security specifications.

Required profile

• Bachelor’s degree in Cybersecurity, Computer Science or IT.
• Minimum 8 years of hands‑on experience in SOC operations, analysis or engineering.
• Proven expertise in SIEM, SOAR and threat‑intelligence platforms.
• Experience with OT/IT security convergence in telecom or critical infrastructure.
• Familiarity with international regulatory compliance and carrier licensing requirements.
