Senior Advisor – Secretariat, Syria Technical Assistance Hub

About the role

The Secretariat of the Team Europe Initiative (TEI) "Syria Technical Assistance Hub" is looking for a Senior Advisor to act as the main interface between the Syrian government and European technical assistance providers. Based in Damascus, the advisor will help channel demand‑driven assistance requests and ensure coordination with EU actors.

Key responsibilities

• Serve as the entry‑point for Technical Assistance (TA) requests from Syrian ministries addressed to the EU.
• Identify, structure and channel TA requests, linking government priorities with appropriate expertise.
• Work daily with Syrian institutions to capture demand and maintain a transparent request pipeline.
• Coordinate with other EU agencies and bilateral cooperation partners to avoid duplication and ensure complementarity.
• Support the design and monitoring of TA projects in line with the Hub’s demand‑driven approach.

Required profile

• Proven experience in advisory or coordination roles within international development or public‑sector projects.
• Strong understanding of Syrian institutional context and EU development mechanisms.
• Excellent communication skills in English; knowledge of Arabic is an advantage.
• Ability to work independently and collaboratively in a high‑visibility environment.
