Senior Training and Institutional Capacity‑Building Consultant

About the role

The Senior Training and Institutional Capacity‑Building Consultant will support the Syrian Ministry of Health in strengthening its institutional performance, evidence‑based decision‑making and accountability. The role involves designing, coordinating, delivering and evaluating training programmes for health‑sector institutions over a 14‑month period.

Key responsibilities

• Design and facilitate workshops on organisational behaviour topics such as psychological safety, conflict management, professional ethics and safeguarding.
• Develop pre‑ and post‑assessment tools, measure training impact and produce simple monitoring dashboards.
• Prepare strategic Master Training Plans, identify specialised expertise needs and coordinate delivery across health‑sector institutions.
• Provide technical assistance for administrative and operational skill training, including performance management, KPIs, warehouse management, quality assurance and digital archiving.

Required profile

• Master’s degree in Institutional Development, Human Resources Management, Education, Public Administration or a related field (or a Bachelor’s degree with at least 10 years relevant experience).
• Minimum 8 years of professional experience designing and delivering institutional training programmes, with at least 4 years in public‑sector or health‑sector settings.
• Strong experience working with government or quasi‑governmental health bodies.
• Excellent written and spoken Arabic and good professional proficiency in English.

Required skills

• Advanced proficiency in Microsoft Word, Excel and PowerPoint.
• Proficiency in the Microsoft Office Suite and information‑management fundamentals.
• Ability to develop interactive training materials and simple monitoring dashboards.
