Syria Program Lead

About the role

The Syria Program Lead will provide strategic leadership for CIVIC’s Syria program and drive the establishment of a formal country office. This senior position requires close collaboration with Syrian government ministries, local authorities, donors, and international partners to ensure effective program delivery and sustainable impact.

Key responsibilities

• Lead the start‑up and registration of CIVIC’s Syria country office.
• Develop, implement, and regularly update the Syria strategic plan.
• Recruit, onboard, and manage a multidisciplinary country team.
• Secure funding in partnership with donors and develop grant proposals.
• Maintain regular engagement with ministries such as MOFA, MOSA, and MOI, as well as governorate and local authorities.
• Ensure compliance with CIVIC policies, donor requirements, and Syrian regulations.
• Oversee program design, implementation, monitoring, and reporting.

Required profile

• Proven experience leading humanitarian or conflict‑related programs in the Middle East.
• Demonstrated ability to establish and manage a country office.
• Strong knowledge of Syrian governmental structures and civil‑society landscape.
• Excellent stakeholder management and fundraising experience.
• Fluency in English; Arabic proficiency highly desirable.
