Country Office Director

About the role

The Country Office Director leads UNOPS operations in Syria and oversees the portfolio in Lebanon, positioning the organization to respond to evolving humanitarian, recovery and reconstruction priorities. The role provides strategic leadership, ensures operational excellence and represents UNOPS at the highest level in‑country.

Key responsibilities

• Develop and implement the Country Office strategy, set priorities and oversee delivery of the portfolio while managing operational risks.
• Lead people management across all CO locations, fostering an inclusive culture, recruiting and developing a diverse workforce.
• Allocate and control human, financial and administrative resources within delegated authority to ensure financial sustainability.
• Ensure health, safety, security and environmental performance for staff, assets and operations.
• Build and strengthen strategic partnerships through networking, advocacy and communication of UNOPS competencies.
• Represent UNOPS in‑country, coordinate with UN agencies, government and donors, and act as the senior security focal point.

Required profile

• Proven senior leadership experience in complex humanitarian or development environments.
• Demonstrated ability to manage large, multidisciplinary teams and promote diversity and inclusion.
• Strong knowledge of UNOPS policies, procurement, finance and security frameworks.
• Experience in strategic planning, portfolio management and risk mitigation.
