Head of Program – Syria

About the role

The International Commission on Missing Persons (ICMP) seeks an exceptional leader to head its Syria programme. The Head of Program will guide ICMP’s support to Syrian institutions, working closely with government officials, families of the missing, civil society, and international partners to build a sustainable, nationally owned missing‑persons process.

Key responsibilities

• Provide strategic leadership and oversight of ICMP’s support to Syria’s missing‑persons process.
• Serve as ICMP’s principal representative with Syrian authorities, international organisations, diplomatic missions and donors.
• Lead a multidisciplinary team covering forensic science, data management, policy, legal and institutional development.
• Support the establishment of national forensic and DNA capabilities and a central missing‑persons record.
• Lead fundraising efforts and manage donor‑funded projects and annual work plans.

Required profile

• Advanced university degree in International Relations, Public Administration, Development Studies or related field.
• Minimum 10 years of progressively responsible experience in international development, diplomacy, human rights or post‑conflict recovery.
• Significant senior management experience leading multidisciplinary teams in politically sensitive environments.
• Strong diplomatic and negotiation skills with proven ability to engage governments, international organisations and donors.
• Fluency in English; Arabic highly desirable.
