HR ERP System Lead Consultant

About the role

The project aims to strengthen the institutional capacity and governance of the Syrian Ministry of Health. The HR ERP System Lead Consultant will provide technical leadership for the deployment and institutionalisation of a Human Resources Enterprise Resource Planning system.

Key responsibilities

• Lead the design, configuration and implementation of an HR ERP solution (e.g., Odoo, SAP SuccessFactors, Oracle HCM, Microsoft Dynamics) for the Ministry of Health.
• Manage data migration, system integration with existing public‑sector platforms and conduct user training sessions.
• Coordinate with government officials and multicultural teams to ensure alignment with institutional goals and sustainability.

Required profile

• Master’s degree in IT, Computer Science or Information Systems.
• Minimum 8 years of experience deploying HR ERP systems, with at least two deployments in developing‑country contexts.
• Proven experience in public‑sector or health‑sector ERP projects is highly desirable.
• Fluent English (written and spoken); Arabic is an advantage.

Required skills

• Hands‑on expertise with HR ERP platforms such as Odoo, SAP SuccessFactors, Oracle HCM, Microsoft Dynamics.
• Data migration, system integration and user training capabilities.
• Proficiency in Microsoft Office (Word, Excel, PowerPoint) and virtual collaboration tools (Zoom, Teams).
