HR ERP System Lead Consultant

About the role

The Key Expert – HR ERP System Lead Consultant will provide technical leadership for the deployment and institutionalisation of a Human Resources Enterprise Resource Planning (HR ERP) system within the Syrian Ministry of Health. This role supports the EU‑funded project aimed at strengthening institutional capacity and governance.

Key responsibilities

• Lead the design, configuration and implementation of the selected HR ERP platform (e.g., Odoo, SAP SuccessFactors, Oracle HCM, Microsoft Dynamics).
• Oversee data migration, system integration and ensure seamless interoperability with existing Ministry information systems.
• Develop and deliver user training programmes and documentation for Ministry staff.
• Coordinate with government officials and multicultural project teams to ensure alignment with health sector objectives.

Required profile

• Master’s degree in Information Technology, Computer Science or Information Systems.
• Minimum 8 years of professional experience deploying HR ERP systems, with at least two deployments in developing‑country contexts.
• Proven experience in public‑sector or health‑sector ERP projects is highly desirable.
• Fluent English (written and spoken); Arabic language skills are an advantage.

Required skills

• Hands‑on experience with HR ERP platforms such as Odoo, SAP SuccessFactors, Oracle HCM or Microsoft Dynamics.
• Data migration, system integration and user training expertise.
• Proficiency in Microsoft Office (Word, Excel, PowerPoint) and virtual collaboration tools (Zoom, Teams).
