HR ERP System Lead Consultant

About the role

NTU International is recruiting a Key Expert – HR ERP System Lead Consultant for an EU‑funded technical assistance project with the Syrian Ministry of Health. The role provides technical leadership and strategic support for deploying and institutionalising a Human Resources Enterprise Resource Planning (HR ERP) system to strengthen institutional capacity and governance.

Key responsibilities

• Lead the design, configuration and implementation of an HR ERP solution (e.g., Odoo, SAP SuccessFactors, Oracle HCM, Microsoft Dynamics) within the Ministry of Health.
• Manage data migration, system integration, and ensure seamless transition from legacy processes.
• Develop and deliver user training programmes and capacity‑building workshops for ministry staff.
• Coordinate with government officials, multicultural teams and stakeholders to align the ERP rollout with health sector objectives.

Required profile

• Master’s degree in Information Technology, Computer Science or Information Systems.
• Minimum 8 years of professional experience deploying HR ERP systems.
• Proven experience in at least two similar ERP deployments in developing country contexts.
• Experience in public‑sector or health‑sector ERP projects is highly desirable.
• Fluent written and spoken English; Arabic language skills are an advantage.

Required skills

• Hands‑on expertise with HR ERP platforms such as Odoo, SAP SuccessFactors, Oracle HCM, Microsoft Dynamics.
• Data migration, system integration and user training capabilities.
• Proficiency in Microsoft Office (Word, Excel, PowerPoint) and virtual collaboration tools (Zoom, Teams).
• Strong analytical, problem‑solving and interpersonal communication skills.
