Liaison Officer – Institutional Relations

About the role

The Liaison Officer will be based at EMERGENCY’s Al Rastan Hospital in Syria and will serve as the primary point of contact for institutional and governmental relations. Reporting to the Operations Manager/Programme Coordinator, the role ensures that all external engagements align with EMERGENCY’s humanitarian objectives and comply with national regulations.

Key responsibilities

• Continuously monitor and analyse political, security, administrative and socio‑economic developments that may affect programme implementation.
• Provide timely updates, assessments and recommendations to senior management on access, security and regulatory issues.
• Develop risk‑mitigation strategies through contextual analysis and stakeholder mapping.
• Establish, maintain and strengthen professional relationships with Syrian ministries, health authorities, local administrations and other regulatory bodies.
• Represent EMERGENCY in meetings with governmental institutions and external stakeholders as delegated.
• Support the preparation of reports, permits and compliance documentation required for project operations.

Required profile

• Proven experience in government or institutional liaison, preferably within a humanitarian or medical context.
• Strong analytical skills with the ability to synthesize complex political and security information.
• In‑depth knowledge of the Syrian administrative and regulatory environment.
• Excellent communication and negotiation abilities, both written and verbal in English.
• Ability to work under the supervision of senior operations staff and adapt to rapidly changing conditions.
