MEAL Officer

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will implement a functional MEAL system at the field level for World Vision in Deir ez‑Zor, Syria. Reporting to the Senior MEAL Officer, the role supports programme design, monitoring, evaluation and learning across all project sectors.

Key responsibilities

• Support the Senior MEAL Officer in designing programme frameworks, evidence‑building plans and overall MEAL system set‑up.
• Lead the development of project‑specific MEAL frameworks, including logframes, budgets and narrative plans.
• Design methodology, sampling plans and tools for outcome and process monitoring studies (pre/post‑tests, PIMs/PDMs, FGDs, KIIs, etc.).
• Plan, coordinate and oversee implementation of monitoring studies, midline and end‑line evaluations, and baseline assessments.
• Manage field‑level data collection activities: train casual workers, supervise data collection, code tools, clean datasets and conduct analysis.
• Prepare and review monitoring reports, ensure data quality and facilitate interpretation workshops.

• Based in Deir ez‑Zor, Syria.
• Reports to the Senior MEAL Officer.

Required skills

• Design and implementation of monitoring and evaluation methodologies.
• Survey design, sampling and data collection techniques (FGDs, KIIs, pre/post‑tests).
• Data cleaning, coding, analysis and reporting.
