National Health Planning and Policy Advisor

About the role

The Key Expert will provide strategic and technical support to the Syrian Ministry of Health, strengthening institutional capacity in health‑sector planning, policy development, budgeting, results‑based monitoring and donor coordination.

Key responsibilities

• Support the Ministry in developing health‑sector strategic plans and policy frameworks.
• Design and implement results‑based monitoring and evaluation systems.
• Facilitate donor and development partner coordination processes.
• Deliver capacity‑building activities related to planning and budgeting.

Required profile

• Master’s degree in Health Policy, Public Health, Public Administration, Economics or related field.
• Minimum 8 years of professional experience in health sector planning, policy development or donor coordination, preferably in MENA or fragile contexts.
• Strong analytical and report‑writing abilities, with experience synthesising complex data into policy recommendations.

Required skills

• Proficiency with planning and monitoring software or results frameworks.
• Working knowledge of data analysis tools for tracking planning and budget indicators.
• Advanced skills in Microsoft Office suite, especially Excel, Word and PowerPoint.
