National Health Planning and Policy Advisor

About the role

The Key Expert will support the Syrian Ministry of Health in strengthening institutional capacity and governance. This role focuses on health‑sector planning, policy development, budgeting, results‑based monitoring and donor coordination.

Key responsibilities

• Provide strategic and technical advice on health‑sector planning, policy formulation and financial budgeting.
• Design and implement results‑based monitoring and evaluation frameworks.
• Facilitate coordination among donors and development partners.
• Develop and deliver capacity‑building activities related to planning and policy.

Required profile

• Master’s degree in Health Policy, Public Health, Public Administration, Economics or related field.
• Minimum 8 years of professional experience in health sector planning, policy development or donor coordination, preferably in MENA or fragile/post‑crisis contexts.
• Proven experience supporting ministries of health and designing monitoring frameworks.
• Strong analytical and report‑writing abilities.

Required skills

• Proficiency with planning and monitoring software or results frameworks.
• Working knowledge of data analysis tools for tracking planning and budget indicators.
• Advanced skills in Microsoft Office suite (Excel, Word, PowerPoint).
