National Health Planning and Policy Advisor

About the role

The Key Expert will support the Syrian Ministry of Health in strengthening institutional capacity and governance. The role focuses on health‑sector planning, policy development, budgeting, results‑based monitoring and donor coordination.

Key responsibilities

• Provide strategic and technical advice on health‑sector planning and policy formulation.
• Develop and oversee results‑based monitoring and evaluation frameworks.
• Assist in financial budgeting and tracking of health‑sector indicators.
• Facilitate coordination among donors and development partners.
• Design and deliver capacity‑building activities related to planning and policy.

Required profile

• Master’s degree in Health Policy, Public Health, Public Administration, Economics or related field.
• Minimum 8 years of professional experience in health‑sector planning, policy development or donor coordination, preferably in MENA or fragile contexts.
• Strong analytical and report‑writing abilities, with experience synthesising complex data into policy recommendations.
• Excellent written and spoken English; working knowledge of Arabic is an asset.

Required skills

• Proficiency with planning and monitoring software or results frameworks.
• Working knowledge of data analysis tools for tracking planning and budget indicators.
• Advanced skills in Microsoft Excel, Word and PowerPoint.
