About the role

The Key Expert will provide strategic and technical support to the Syrian Ministry of Health, strengthening institutional capacity, governance and evidence‑based decision‑making in health‑sector planning and policy.

Key responsibilities

Support health‑sector planning, policy development, budgeting and results‑based monitoring for the Ministry of Health.
Facilitate donor coordination and develop capacity‑building activities related to planning and monitoring.

Required profile

Master’s degree in Health Policy, Public Health, Public Administration, Economics or related field.
Minimum 8 years of professional experience in health sector planning, policy development or donor coordination, preferably in MENA or fragile contexts.

Required skills

Proficiency with planning and monitoring software or results frameworks.
Strong analytical and report‑writing abilities, including synthesis of complex data.
Working knowledge of data analysis tools for tracking planning and budget indicators.
Advanced skills in Microsoft Office suite (Excel, Word, PowerPoint).
