Program and Branch Manager (Syria)

About the role

The Center for Operational Analysis and Research (COAR) is seeking a Program and Branch Manager to lead the establishment and daily operations of its Syria branch. This full‑time consultancy position reports to the Syria Team Leader and is open only to Syrian nationals.

Key responsibilities

• Support the creation, maintenance, and day‑to‑day functioning of the COAR Syria branch.
• Ensure compliance with all legal, regulatory, and financial requirements.
• Oversee operational logistics, including procurement, facilities, and administrative support.
• Coordinate project management activities to deliver programmes on schedule and within budget.
• Liaise with operations, finance, logistics, and programme teams to guarantee smooth branch performance.
• Monitor and report on branch performance against operational plans and organizational procedures.

Required profile

• Syrian nationality (work‑permit restriction).
• Proven experience in program or branch management, preferably in a consultancy or social‑enterprise setting.
• Strong understanding of legal, financial, and logistical aspects of branch operations.
• Ability to work full‑time on‑site and manage multiple stakeholders.
