Programme Officer (Livelihoods and Social Stability)

About the role

The Programme Officer (Livelihoods and Social Stability) will coordinate, implement and monitor livelihoods and social stability programming for IOM Syria, linking these activities with broader durable‑solutions initiatives and supporting integrated recovery and area‑based approaches.

Key responsibilities

• Coordinate and monitor livelihoods programmes, including income‑generating activities, vocational training, SME support and decent job creation.
• Implement social stability initiatives such as public service delivery support, community‑authority dialogue and participation activities.
• Develop area‑based programmes, conduct capacity‑building and ensure alignment with durable‑solutions strategies.
• Liaise with governmental, diplomatic and international partners; organise high‑level consultations, workshops and seminars.

Required profile

• Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business, Public Administration or related field with at least five years relevant experience (or university degree with seven years).
• Proven experience in programme conceptualisation, development, monitoring, reporting and evaluation, especially in livelihood and social stability contexts.
• International experience in a multilateral or UN environment and familiarity with UN agencies, funds and programmes.
• Fluency in English (oral and written); working knowledge of Arabic and another UN language is an advantage.

• Excellent analytical, conceptualisation and writing skills.
• Ability to establish and maintain relationships with government counterparts, international organisations and private‑sector entities.
