About the role
The International Organization for Migration (IOM) is seeking a Programme Officer to lead livelihoods and social stability programming for displaced, returnee and host communities in Syria. Reporting to the Head of Programmes and working closely with the Programme Officer (Durable Solutions) and regional thematic specialists, the role supports integrated recovery and area‑based approaches within the Country Office.
Key responsibilities
- Coordinate planning and implementation of livelihoods and social stability interventions, ensuring alignment with IOM objectives and national priorities.
- Analyse market opportunities, community needs and vulnerabilities to translate strategic plans into actionable programme designs.
- Facilitate community‑based engagement with local authorities, NGOs and other stakeholders to ensure inclusive and responsive programmes.
- Collaborate with Shelter, Infrastructure, Social Cohesion and MHPSS units to deliver integrated, community‑based recovery actions.
- Provide technical guidance, mentorship and capacity‑building to national staff and partners, including development of SOPs and monitoring tools.
- Identify funding opportunities, contribute to donor proposals and prepare regular progress and activity reports for donor reporting.
Required profile
- Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business, Public Administration or related field with at least five years of relevant experience, OR a university degree with seven years of relevant experience.
- Proven experience in programme conceptualisation, development, monitoring, reporting and evaluation, particularly in livelihood and social stability programming.
- Experience implementing income‑generating activities, vocational training, SME support, and community economic resilience initiatives.
- Strong understanding of conflict‑sensitive programming, protection standards and donor compliance.
