Senior Health Information Systems Expert

About the role

NTU International is seeking a Senior Health Information Systems Expert to support the Syrian Ministry of Health under an EU‑funded technical assistance project. The role focuses on strengthening national health information systems, DHIS2 implementation, data governance and interoperability.

Key responsibilities

• Provide technical and strategic support for DHIS2 configuration, administration and system architecture at national level.
• Lead health data governance initiatives, ensuring data quality, interoperability (HL7 FHIR, OpenHIE) and sustainable capacity development.
• Design and deliver capacity‑building programmes for Ministry staff, including routine data quality audits.
• Advise on database management, data visualisation and business intelligence tools to improve evidence‑based decision‑making.

Required profile

• Master’s degree in Health Informatics, Public Health, Information Systems or related field (or extensive experience with a Bachelor’s).
• 7–10 years of professional experience in health information systems strengthening, including DHIS2 implementation.
• Experience working with Ministries of Health in fragile, post‑crisis or early‑recovery settings is strongly preferred.
• Excellent written and spoken English; working knowledge of Arabic is an asset.
