Senior Health Information Systems Expert

About the role

NTU International is seeking a Senior Health Information Systems Expert to support the Syrian Ministry of Health in strengthening national health information systems, including DHIS2 implementation, data governance, and interoperability.

Key responsibilities

• Provide technical and strategic support for DHIS2 configuration, administration and system architecture.
• Lead health data governance initiatives, ensuring data quality, interoperability (HL7 FHIR, OpenHIE) and compliance with standards.
• Design and deliver capacity‑building programmes for Ministry staff, including data quality audits and routine monitoring.
• Support the development of evidence‑based decision‑making tools and dashboards using BI and visualisation platforms.

Required profile

• 7‑10 years of experience in health information systems strengthening, preferably in fragile or post‑crisis settings.
• Master’s degree in Health Informatics, Public Health, Information Systems or related field (or equivalent experience).
• Proven experience with DHIS2 implementation at national level and data quality assurance methodologies.
• Excellent written and spoken English; working knowledge of Arabic is an asset.
