Senior Health Information Systems Expert

About the role

NTU International is recruiting a Senior Health Information Systems Expert to support the Syrian Ministry of Health under an EU‑funded technical assistance project. The assignment focuses on strengthening national health information systems, DHIS2 implementation, data governance and institutional capacity.

Key responsibilities

• Provide technical and strategic support for DHIS2 configuration, administration and system architecture at the national level.
• Develop and implement health data governance frameworks, interoperability standards (e.g., HL7 FHIR, OpenHIE) and data quality assurance processes.
• Design and deliver capacity‑building programmes for Ministry staff, including routine data quality audits.
• Support evidence‑based decision‑making through data visualisation, business intelligence tools and statistical analysis.

Required profile

• Master’s degree in Health Informatics, Public Health, Information Systems, Biostatistics or related field (or extensive experience with a Bachelor’s).
• 7‑10 years of professional experience in health information systems strengthening, including DHIS2 implementation.
• Experience working with Ministries of Health in fragile, post‑crisis or early‑recovery settings is strongly preferred.
• Excellent written and spoken English; working knowledge of Arabic is an asset.
