Senior Training and Institutional Capacity-Building Consultant

About the role

The Senior Training and Institutional Capacity‑Building Consultant will support the Syrian Ministry of Health in strengthening its institutional performance, evidence‑based decision‑making and accountability. The role involves designing, delivering and evaluating training programmes for health‑sector institutions over a 14‑month period.

Key responsibilities

• Design and coordinate institutional training and capacity‑building programmes, including workshops on organisational behaviour, performance management and digital archiving.
• Develop pre‑ and post‑assessment tools, master training plans and simple monitoring dashboards to measure training impact.
• Facilitate workshops and provide strategic technical assistance to public‑sector health bodies.

Required profile

• Master’s degree in Institutional Development, Human Resources Management, Education, Public Administration or related field (or Bachelor’s with ≥10 years relevant experience).
• Minimum 8 years experience in designing and delivering institutional training, with at least 4 years in public‑sector or health‑sector settings.
• Excellent written and spoken Arabic and professional proficiency in English.
