Technical Consultant – Primary Health Care, Health Policy & Systems Strengthening

About the role

The assignment supports the Syrian Ministry of Health in strengthening primary health care, developing essential health service packages, and improving health policy frameworks to aid health system recovery in a fragile, post‑conflict setting.

Key responsibilities

• Provide strategic and technical assistance to the Ministry of Health on primary health care and health system strengthening.
• Lead and facilitate Technical Working Groups and coordinate with humanitarian and development partners.
• Develop and refine essential health service packages and health policy frameworks.
• Support the integration of mental health, psychosocial support, and nutrition services into primary care.

Required profile

• Advanced university degree (Master’s or equivalent) in Public Health, Health Policy, Health Systems Management, Medicine or related field.
• Minimum 10 years of professional experience in public health and health system management, including at least 5 years designing and implementing Essential Health Service Packages.
• Proven experience in post‑conflict or early‑recovery settings and familiarity with the transition from humanitarian assistance to health system rebuilding.
• Fluent Arabic (written and spoken) and proficient English.
• Experience working in Syria or the Eastern Mediterranean region is desirable.

Required skills

• Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint).
• Familiarity with DHIS2 health information systems.
• Experience integrating Electronic Medical Records (EMRs) in primary health care settings.
