Consultant for Development of General Comment on WASH & Nutrition

About the role

Worldvision is seeking an experienced consultant to draft a General Comment on Water, Sanitation, Hygiene (WASH) and Nutrition for the African Children’s Charter. The assignment will involve interpreting Article 14(2)(c) and providing guidance for State Parties to realise children’s rights to adequate nutrition and safe drinking water.

Key responsibilities

• Clarify technical and normative terminology related to child nutrition and water quality, including stunting, wasting, food insecurity, and sanitation.
• Develop a child‑rights‑based framework to guide laws, policies and programmes across diverse African contexts.
• Outline State obligations for legislative, institutional, governance and budgetary measures to fulfil these rights.
• Explain regulatory duties of States over commercial actors affecting children’s nutrition and WASH, such as marketing of breast‑milk substitutes, water privatisation, and polluting extractive activities.
• Analyse the interdependence of nutrition, water, health, life and education rights, highlighting vulnerable groups and links to violence, early pregnancy, and food systems.
• Provide guidance for designing child‑sensitive social protection systems and comprehensive programmes.

Required profile

• Advanced degree in public health, nutrition, water resources, law, or related field.
• Proven experience in policy analysis, child rights, or WASH‑nutrition programmes at regional or international level.
• Strong understanding of African legal frameworks and the African Children’s Charter.
• Excellent analytical, writing and stakeholder‑engagement skills.
