HR & Administration Manager

About the role

The Danish Refugee Council is seeking an experienced HR & Administration Manager to lead its Human Resources functions in Syria. This senior position will provide strategic HR leadership, ensure compliance with DRC policies, and support programme delivery across country and area offices.

Key responsibilities

• Lead and manage all Human Resources functions, including recruitment, staff development, payroll, and administration.
• Provide overall HR advice, coordination, and management to the HR and Administration team.
• Ensure efficient support to programme operations in line with DRC policies and procedures.
• Strengthen HR systems across country and area offices to improve effectiveness.
• Contribute to partner compliance and capacity‑strengthening initiatives according to DRC partnership standards.

Required profile

• Proven experience in managing HR functions, preferably within an international humanitarian or NGO context.
• Strong knowledge of HR policies, staff management, and administrative processes.
• Ability to provide strategic guidance and support to programme teams.
• Excellent coordination and communication skills.
